Windsurfing magazine ran an article several years ago listing the top 20 windiest places in the nation. The corridor, Maui, The Great Lakes, Corpus etc. were all listed and were all within a mph or so of each other. The windiest (this is all based on average windspeed over the course of a year) spots were unkiteable places in Maine and Mt. Washington or something in the Apalachies.

I looked back at the history of Cutbank airport for year, (this was several years ago) averaged the windspeeds and Cutbank beat out all the top spots by over 2 mph. I used to call a weather guy in Great Falls all the time for weather info (before the days of computers!) and told him this and he said that hands down, Cutbank is the windiest airport in the nation.
It may not be the best wind when you factor in temps or rock solid trade wind steadiness but the front range from central MT into Western Alberta produces hundreds of kiteable days a year. Every year.

Speaking of Alberta you guys need to check out Oldman Reservoir just north of Waterton about two hours from Great Falls. The Gorge of the East. A huge kiting community with very predictable wind just east of Crows Nest pass. Don't know about winter riding potential.
