I've only been kiting for one season, tried first with skis then progressed to a board. Skis are easier and can be used in a wider range of conditions like powder, packed, ice, crud, whatever. Skis present a problem when you have alot of hiking to do, its alot a crap to carry and its difficult to walk in the boots.
Snowboarding is more fun in my opinion, its easier to pack, lighter, squaring off to the kite is more comfortable, jumping seems easier to me. I am no expert though. You can't use the board on frozen lakes unless it has alot of snow on it, or you have a blade on your board. Also, boards require much more power to start planing in powder. Board is less expensive.
In either case its a matter of personal preference and what you are used to, if you know skiing then it will be easier for you. I had a hellofa time learning the board because I had never been on one before. It was impossible for me to learn kite control and learn boarding at the same time. Generally, straighter is better, you don't need turning equipment, the vertical lift of the kite will help you turn without a curved edge. Also, I find the bigger the better, it will get you on plane easier unless you are overpowered. I am in Utah and generally don't see more than 12-18kts.
You can always try anything once!
